fix: download Docker from URL, not apt (works offline/air-gapped)

- DOCKER_DOWNLOAD_URL and WALLARM_IMAGE_URL env vars for custom sources
- Falls back to offline/ dir if present
- Docker installed under /opt/fw/docker/bin/
